Acclaimed actress visits Jacobs Wells to show her support for the project

Acclaimed actress Miriam Margolyes took time out of her busy tour schedule to visit Jacobs Wells Baths, showing her support for the ongoing recovery efforts of this historic building. As an early supporter of the campaign, and a patron of Trinity Community Arts, Miriam's visit highlights the importance of restoring Jacobs Wells as a vital community and cultural heritage hub.

“I’m thrilled to have a chance to visit Jacob’s Wells Baths and encourage the Council and my fellow-supporters with their exciting plans to return this listed building to the service of the local Community. This will help so many to have a go - opportunity knocks at last.” Miriam Margolyes

During her visit, Miriam Margolyes met with our team and some of the professional team from PH3 Design who have developed the recently approved planning scheme to restore the space. Planned works include a street-facing main entrance and modernisation of the previously unused ground floor Pump Room, transforming it into a new cafe-bar and studio.

Miriam's visit comes as we complete key milestones for the project, including securing planning and lease completion. This means we can now begin crucial Phase 1 Repairs including works to the main hall roof, funded by £1.6 million secured from the DLUHC Community Ownership Fund and match funders.

We are excited to now be able to move forward with our efforts to bring the building back into use as a multidisciplinary venue for arts, heritage, youth, community and educational use.

We want to give thanks to everyone who has so far shared in our journey to make this vision possible, including our Patron Miriam, Bristol City Council, local stakeholders and the Hotwells & Harbourside Community Association, who led campaign efforts to save the building from disposal.

Completion of the 35-year leasehold is still to be confirmed by asset owners, Bristol City Council.

Our plans to transform 19th-century public baths into a community arts venue are “incredibly exciting”, according to Metro Mayor Dan Norris, who commented during unique tour of the building, which has been closed to the public since 2018.

Jacob Wells in Hotwells was built in 1889 as a bathhouse for the poor until the 1970s, becoming a dance centre right up until 2016 - but has lain empty since then. With the backing of community stakeholders we have been on a mission to repair and restore the building.

Its restoration will "rebirth" an important part of the community's heritage, according to Mr Norris, who even heard how a natural spring runs in the building's grounds. During a behind the scenes tour of the building, that has been closed to the public for five years the mayor shared that "it’s really important locals have somewhere for things like doing art, making music and other activities so that we can really make a difference in the same way that this building has made a difference in the past. These plans are incredibly exciting.”

“I know how passionately local people feel about changing that, and saving the building for community use. Just as it was repurposed back in the 70s - from a bathhouse to a dance studio - with a bit of tender loving care, we can breathe life back into this historic space." - Dan Norris, Metro Mayor for the West of England

Bristol City’s Council's announced its decision to offer us a 35-year CAT lease earlier this year and are undertaking a detailed series of specialist surveys, funded by the Bristol-based Nisbet Trust and others, as well as undertaking emergency works to halt any further damage to the roof due to water ingress.

The momentum to restore Jacobs Wells saw a significant boost with the unveiling of a newly installed artwork on the front of the building as part of a Fundraiser to raise funds to repair and restore the Grade II listed former dance centre.

The artwork, a bespoke pen and ink drawing by Bristol-based artist Amy Hutchings, features words shared by members of the Hotwells community, gathered from a community consultation as part of our mission to restore and reopen the building.

The artwork features as a reward for the Jacobs Wells Fundraiser that the charity have launched on the Bristol based FundSurfer platform - click here to donate to the campaign.

Meet Jude our New Heritage Project Manager

Introducing Jude Hutchen, our new Heritage Project Manager, leading on community engagement at Jacobs Wells Baths.

At the end of Spring Jude joined the team as the Heritage Project Manager to lead on community engagement at Jacobs Wells Baths, supporting the consultation process as well as developing exciting arts and heritage activities.

Jude has extensive experience from managing the Circomedia Centre for Contemporary Circus and Physical Theatre in St. Paul's, a Grade II listed building that transformed from a church to a performance space.

Since then, she has worked with Wellspring Settlement in Barton Hill to co-design and deliver creative research projects in partnership with University of Bristol. Her special focus has been on engaging with and amplifying residents’ voices around key social issues, experience she's bringing into this role.

She met with Rachel McNally, Hotwells & Cliftonwood Community Association Chair, as well as Sally Silverman and members of Jacobs Wells Hub to hear about previous community use and enjoyment of Jacobs Wells Baths as well as needs and ideas for activities that are bubbling up for members.

“I’m now in the process of meeting with stakeholders and residents to develop ideas for activities which explore the importance of the building in the past, such as reminiscence events gathering memories, as well as ideas for its use in the future in the form of community consultations alongside the architects” Jude explains. “There will also be opportunities for creative activities celebrating the story and importance of the building particularly its development as an inclusive and dynamic dance space for learning and international performance as Bristol Community Dance Centre. We are also really interested in celebrating the committed action of local residents and activists to protect Jacobs Wells Baths as a community space for public use.”

While the building is currently inaccessible due to structural work on the roof and decontamination work, we hope to offer site tours for Heritage Doors Open Day on the 20th and 21st September. There is a great deal of work yet to be undertaken and funds to be raised, regular activities in the building are some way off so we will be meeting in other spaces.

Alongside being very excited to start the journey of imagining the new space with the local community, Jude is particularly looking forward to opportunities to connect with the residents with opportunities to get involved with reminiscence events, arts activities as well as consultation events this Autumn.

Join us on 13th August at Trinity Arts for ‘I Danced At Jacobs Wells’ to share memories, photos and film clips from Bristol Community Dance Centre’s heritage and consider its role in the future.

To join the mailing list and receive updates and invitations for events – or to express your interest in getting involved in community consultations please contact Jude on jude@trinitybristol.org.uk or 07352616234.

“This investment acts as a vital next step toward reviving this cherished Bristol asset, and I’m thrilled with the progress Trinity Community Arts has made on the project since being awarded the lease to the building." Tony Dyer, Leader of Bristol City Council

Trinity is excited to announce we have been awarded a £252k Development Phase grant from The National Lottery Heritage Fund to continue the restoration of Jacobs Wells Baths in Hotwells, Bristol. This grant will help advance plans to restore the Grade II Listed building alongside developing an engagement and participation plan for community and youth activities.

Thanks to National Lottery players, this funding will empower the local community to shape the next phase of the project, focusing on the voices of young people, city-wide arts networks and local residents. As part of this development phase, Trinity will work with local groups to create a new programme of heritage learning opportunities, building on past community-driven projects such as Washing In The Well, delivered with support from Local Learning.

Jacobs Wells Baths has a rich history, dating back to 1889, when it served as a public swimming bath and in the 80s, became Bristol’s only dedicated professional dance centre. The next phase of the project will include design work for the North Wing of the building, to support plans to apply for a £2m+ grant from National Lottery Heritage Fund to complete the site's transformation into a new hub for Hotwells.

Join the team

To help facilitate this exciting development, Trinity is seeking a full-time Heritage Project Manager to join the team lead the development phase of the project, with a focus on managing community engagement, overseeing stakeholder relationships, supporting design team consultation and creating a learning and participation activity plan to be delivered in 2026 alongside the phase 2 capital works.

Councillor Tony Dyer, Leader of Bristol City Council, said: “It’s fantastic to see the restoration of Jacobs Wells Baths take another big step forward thanks to this new round of funding. The baths hold immense historic and cultural value, not only for the people of Hotwells but for Bristol as a whole, having served the community in various forms for over a century.

“This investment acts as a vital next step toward reviving this cherished Bristol asset, and I’m thrilled with the progress Trinity Community Arts has made on the project since being awarded the lease to the building. As work continues, I look forward to collaborating with them further as we strive to protect the baths’ legacy and invest in its future.”

Fidel Meraz, Trustee, Trinity Community Arts, said: "We are delighted to have received initial support from The National Lottery Heritage Fund, a pivotal milestone in our mission to revitalise Jacobs Wells Baths as a dynamic community-centred heritage building. Backing from The National Lottery Heritage Fund at this crucial stage strengthens our efforts and highlights the cultural and social significance of preserving and repurposing architectural heritage for community benefit."

Pledge your support

While this latest grant offer is a significant step forward, we still need to raise vital match funding to unlock the full potential of this ambitious recovery effort. To help achieve this, we have launched a Fundsurfer appeal to give the community an opportunity to pledge their support to saving Jacobs Wells Baths.
Since then, the Council's CAT Group announced its decision to offer Trinity Community Arts, a registered charity, a 35-year CAT lease, subject to receipt of a satisfactory business plan. We also received a six-month occupational license during the transfer phase, to enable Trinity to undertake a detailed series of specialist surveys, funded by the Bristol-based Nisbet Trust and to undertake emergency works to halt any further damage to the roof due to water ingress.

We have secured further funding from the Architectural Heritage Fund, Sylvia Waddilove Foundation UK and others - aimed at matching the committed funding from the Nisbet Trust to support the development phase and investigations to understand the scope of work needed to restore and reopen Jacobs Wells Baths.

Emma Harvey, CEO Trinity leading on the Jacobs Wells Baths recovery project said; “We often stroll past boarded up buildings like this, imagining how they could be put to good use. The community have long campaigned to save this space and want to see it brought back into use for public benefit. That’s why we’re working hard to secure funds to restore this amazing space. Anyone wanting to support this transformative journey can donate via our Fundsurfer appeal to help us reach our target."

"Have you forgotten about Jacobs Wells?”

This was my partner, chatting to me last week because January’s been all systems go and all I've been chatting about of late is Citizens for Culture and deliberative democracy and City of Culture and creativity for everyone and Solar Opposites and Pokémon etc etc...

Like him, some of you may have walked past Jacobs Wells Baths and seen scaffolding shooting up and started wondering what on earth is going on inside. Has Emma forgotten about her building babies? Has she finally lost the plot?!

Perhaps.

But behind the boards and beneath the dust, something extraordinary is happening. And we let photographer Elliot Thingston (with his PPE on) inside to take a sneaky peak. As work continues overhead, the transformation may not yet be fully visible from the street. But believe me when I say, the Baths are beginning to breathe again.

As part of the ongoing restoration works to save this building and restore it for the community, heritage contractors Carrek Ltd have been working to remove the internal roof fabric. The old, damaged acoustic foam left behind from its time as a dance centre has revealed for the first time since 1984 the building's original glass lantern roof. When the foam started coming down, we began to see the outline of the lantern structure. To watch the main hall flood with daylight. That was special. You could suddenly understand the architect’s original intention.

What’s Happening Now
The team is removing damaged internal acoustic foam and carefully exposing the historic lantern structure. Original timber and ironwork are being assessed and restored, new glazing is being installed, solar panels added, and external masonry repaired. Phase 1 costs £2.2m and is scheduled to be completed Autumn 2026

Contractors can at times seem faceless, but not this crew. Keith Hoskins, Director of Carrek Ltd is one of the many true passionate folk involved in this recovery effort. I’ve been involved in a few capital projects over the years with my other building baby, the Trinity Centre (don’t worry, I haven’t forgotten her either), and this is the first time I’ve seen someone so utterly determined to climb eight tiers of scaffolding just to witness a moment of restoration. But that’s what a project like this does. It pulls people upward.

A passion project for spirited souls just like Keith. When I was chatting to him up there in the roof heavens he spoke excitedly about the original timber roof noting that, while some areas of the structure have deteriorated over time, the overall quality and craftsmanship of the materials and original build is remarkable.

The team’s priority is to conserve and repair as much of the historic fabric as possible. The existing timber frame will be carefully restored, with a new glass roof introduced above it; one that honours the original design while ensuring the structure performs to contemporary building and environmental standards.

What’s Happening Next
Phase 2 will focus on the restoration of internal fabric and adaptation of the space in response to community consultation. This will include renovation of the interior, a new entrance, WCs, and lift, as well as interpretation and signage, plus a heritage learning and participation programme. Phase 2 costs are estimated at £5.5m and are expected to begin in Spring 2027 (subject to funding)

There’s something deeply symbolic about light returning to this building. Jacobs Wells Baths has always been a place of public gathering and shared experience. Seeing the lantern revealed I hope will serve as a reminder that this isn’t just restoration. It’s a revival.

This is why I am so in love with old buildings. Because, at the beginning, there’s a surge of excitement in that moment of possibility. Then the hard graft begins and it’s all scaffolding, dust, rubble and drilling and pulling things apart and board meetings and spreadsheets and budgets and cost rationalising and more meetings and and and.

And for a while, hope vanishes behind hoardings. And we find it hard to hold onto that end goal of a reimagined space for us. But it’s precisely in these messy, unseen stages that something extraordinary starts to happen. The foundations are laid and that art of the possible truly begins, nudging us steadily closer to that magical moment when the space opens once again and the vision becomes a reality for everyone.

It’s not always easy to create moments inside the building to connect with supporters while major works like this are underway. So, I hope these images offer a glimpse into that window of possibility. A way to see the craftsmanship and care that hides behind the scaffolding and for you all to continue to have faith in us.

I share this to give love and thanks to my dedicated professional team and so people can feel part of the journey. We’re deeply grateful to our community, funders and partners for sticking with us through the complex stages of restoration, and we’re hopeful about what this moment of light signals: the start of the future of this extraordinarily handsome building.

Phase 3 to be continued...?

Because this is not a building story. It’s a flippin’ love story. And all the best love stories come in three parts.

One week on, Trinity have begun to impliment our recovery plan for this valuable community asset

We are pleased to bring you the latest update on the ambitious Jacobs Wells Baths Restoration Project. One week on, Trinity and our appointed professional team have begun to impliment our recovery plan for this invaluable community and cultural asset.

The historic building, a treasured part of our community's heritage, is about due to undergo a much-needed transformation to restore its former glory and ensure its safety for generations to come. As part of this work we will be undertaking a development phase that will involve consultation with stakeholders and the local community to help shape future plans.

To allow us to get there, we have identified the following phases towards that recovery:

August 2023 - Emergency Works During our project development phase, the first phase of the capital works will involves immediate and emergency repair works aimed at stabilise the building, prevent any further water ingress and ensure the site is safe to access for the design and construction teams, as well as to permit stakeholder site visits.

These crucial measures will also make the structure weathertight and prevent further deterioration. Safety is the top priority, and this phase will be completed swiftly to create a secure environment for subsequent restoration efforts.

August-September - Access Works Following the successful completion of emergency repairs, the early access works will begin. This phase will involve a light touch strip-out and construction activities necessary to prepare the building for short-term, meanwhile use and public access. These steps will allow the community to explore the building while the full restoration process is underway, giving us all a glimpse of its future potential.

This will also enable us to give the appointed structural engineer access to get under the hood of the building and fully assess its condition. This is an essential step needed to ensure future renovation plans are built from a solid foundation.

2024 Phase 1 - Repair Works The most significant and comprehensive part of the project, will involve major construction and repair works. Structural enhancements, roof repairs, restoration of the main studio lantern, asbestos removal, and deep cleaning of the boiler room are among the critical tasks planned for this phase.

2024/25 Phase 2 - Renovation Works Based on design consultation with stakeholders, these works will involve improvements to circulation and space configuration in order to realise the space's potential as a multi-use community arts hub.

These efforts will breathe new life into the Baths, reopening it as a vital community space and we aim to complete works by Spring 2025.

The Jacobs Wells Baths restoration project is a monumental endeavor that requires the collective support of the people of Bristol. We encourage those interested to sign up to our mailing list for updates on planned stakeholder meetings, public consultations and key events relating to the revitalisation of this historic civic landmark.

We will continue to provide regular updates as the project moves forward. Let us look forward to the day when Jacobs Wells Baths becomes a shining symbol of our community's past, present, and future.

The decision to award Trinity a CAT lease comes following a community-led campaign, backed with the support of Clifton ward Councillors, Katy Grant and Paula O’Rourke, alongside representatives from the Hotwells & Cliftonwood Community Association and Jacobs Wells Community Hub and high-profile endorsement from Actor and national treasure Miriam Margolyes.

Whilst we still have some distance to travel, this news marks the first step in the preservation and restoration of Jacobs Wells Baths - a building that not only holds immense architectural significance but also provides space to facilitate enhanced access to essential services and support for the community.

It’s something I bitterly regret because I think the arts are the soul of the nation and I think, in our difficult world, people need a place where they can go and learn whatever they want to learn. And talk to each other and have a cup of tea and just relax in a friendly space…I think it’s really important that Bristol should have more of these spaces and that the arts can flourish and nourish us all - because that’s what they do. It’s a beautiful building, and it can be beautiful again.”

Emma Harvey, CEO who has been leading Trinity's CAT proposal said;

“It is disappointing given the levels of support and investment that the city has made in certain assets that they are the one stakeholder we've failed to mobilise, even though we only need their support with a leasehold offer in principle and not any funding.

We recognise the difficult position local authorities face in trying to balance budgets. However, this is a classic catch-22 that only they have the power to break - we are simply unable to progress planned grant applications to the next stages and this leaves us without a realistic prospect of success given that the building is currently uninsurable for reinstatement value in its current condition. This presents a real problem for that site given its condition and listed building status.”

With specific funds coming with strict deadlines our window of opportunity to save this building is at risk of closing, unless we can mobilise support from BCC. And by support, I don't mean money - I just mean a letter from someone in charge to says, "yes, we support this proposal". It's really, sadly, that simple.

Fidel Meraz, Trustee for Trinity and Board lead on the Jacobs Wells plans said;

The Board of Trinity expresses its disappointment with the response from BCC. Although both bids may share similarities, they also present meaningful qualitative differences. Trinity is putting forward a long-standing track record of heritage asset conservation and management, a robustly backed-up preliminary plan, and a vision and mission for the project compatible with its charitable objectives, making its proposal incompatible with being merged with a more commercial one.

We have approached BCC for clarity regarding their decision and have requested sight of their assessment and scoring against the published CAT criteria, so that we may seek to understand more clearly their rationale.

We would like to give thanks to all those who have supported us in our work so far in shaping a vision for a community and cultural hub for Hotwells, including local funders who have generously committed their support in principle to enable us to take the chance on this once in a lifetime opportunity. As always, we welcome a conversation with relevant BCC decision makers in order to find a way forward to safeguard this invaluable civic and cultural asset in line with One City objectives.

We will continue to take advice where available and liaise with all stakeholders regarding a positive outcome. We are still committed to progressing our proposal, which we believe to be the strongest plan for building recovery and reinstatement of Jacobs Wells Baths as a community hub for the city.
